Maraming Pilipino ang naniniwala na ang Hacienda Luisita, na pag-aari ng pamilya ni Cory, ay magiging madaling kapitan din sa CARP. Sa halip na ipamahagi ang asyenda sa mga magsasaka, gumawa ang pamunuan ng isang sistemang legal din ngunit walang nagawa para sa ikabubuti ng mga magsasaka.
Noong Enero 22, 1987, may kinalaman pa rin ang CARP sa Mendiola Massacre. Libo-libo ang mga magsasakang nagrally sa Mendiola St. Manila. Ipinaglalaban ng mga magsasaka ang pagtupad sa mga pangako ng pamahalaan tungkol sa reporma sa lupa, at pamimigay ng lupa sa mga magsasaka. Nagkagulo sa rally at nagpaputok ang mga pulis at sundalo na nagbabantay doon. Maraming nasugatan at 13 na magsasaka ang namatay.
