My karapatan ba ang agency na e hold ang passport ng ngwithraw na aplikante?

Last year October. ng apply po ako sa isang agency dito sa Pinas my desired country is Qatar pero inencourage nila ako na sa Saudi dahil mabilis daw ang deployment doon. End of October. Tapos ko na lahat ng papeles even medical, ngfollow up ako sa agency pero madalang magreply. Then tumawag ako midweek December. Upon hearing the news na binomba ang airport ng Saudi at natakot ako kaya sabi ko if pwede mgpalipat ng country, sagot ng agency ay di daw pwede. Next few daya tinawagan nila ako na padating na daw visa ko at para mg sign ng contract pero di na ako ngreport di ko na rin sinagot tawag nila. Hanggang ngayon nasa kanila ang passport ko,ngayon gusto ko sanang kunin sa kanila e settle kumbaga . Since dati naman sabi nila ay pwede ko mkuba ang passport kung mgbabayad ako ng ginastos nila which is 14k+ . 2 weeks ago kinontak ko sila para e settle nga, hanggang sa naging 20k -26k at 27k na ang demand ng recruiter ko. Di ako pumayag pumunta ako ng opisina sabi ay Monday daw malalaman computation Friday next week ang releasing (every Friday daw kasi releasing) tapos ayun tinawagan ko nung Monday di pafin daw na compute. Ewan ko ilang milyon ang daat e compute?

Pumasok ka kasi sa isang contrata tapos hindi mo tinapos ng maayos or maski magpaalam na hindi ka tutuloy kaya may karapatan ang agency na humingi ng refund sa mga valid expenses na kanilang nagasto. Try to ask them na humingi ng discount dahil hindi ka naman natuloy at kunin ang mga kaukulang receipts sa mga nagasto nila. Kung matapos mong bayaran or masettle ito at hindi pa rin nila ibibigay ang passport mo you can ask the help sa opisina ng NLRC/DOLE po tungkol dito para maverify then if hindi ba sila illegal recruiter.
