• Itinalaga ng Japanese Military Administration ang Kempeitai bilang katuwang sa pagpapatupad ng batas pagkatapos na maging matagumpay ang kolonisasyon ng Pilipinas.

• Sa mga nasakop na lugar ng Japan, ang Kempeitai ay kumilos bilang isang puwersa ng pulisya.

• Gumamit ang Kempeitai ng malupit, agresibo, at barbaric na pamamaraan para ipatupad ang batas.

• Sinundan nila ang mga pamamaraan ng pagpapatupad ng batas ng Kempeitai.

• Upang parusahan o makakuha ng mahalagang impormasyon, pinahirapan ng Kempeitai ang mga nakakulong na pinaghihinalaang gerilya.
