May rights po ba ang recruitment agency na ihold ang passport ng applicant?

Nag apply po ako sa isang agency month of March, 2 weeks after medical inilipat ako sa isang agency na affiliated din daw nila, 2 weeks after ulit ng mailipat ako, may dumating na offer sa previous employer ko na gusto nila akong bumalik sa kanila, April 3 ngsbi po ako sa agency na backout n ako at babayaran ko po yung pinampamedical para maiwithdraw yung passport ko, pero hindi sila pumayag kasi parating na daw ang kontrata ko by that week, April 12 nagpunta ulit ako ng agency para makiusap na withdraw na lang passport kasi wala naman dumating na kontrata, pero ang sabi April 26 daw darating na, napa hdl na daw ng polo ng Saudi kaya antay lang, May 3 bumalik ulit ako pero wala pa rin kaya ipinipilit ko na withdraw na lang then bayaran yung medical pro hindi daw pwede dahil ayaw daw pumayag ng employer na magback out at kapag nag back out daw ako ipapa blacklist daw ako sa poea, kaya kailangan ko daw hintayin ang kontrata at pirmahan. Ano po ba ang dapat gawin? Sayang po kasi yung araw at yung opportunity na naghihintay. Pwede po bang mag complain sa poea?

You have all the right na back out po if talagang ayaw ninyong magtrabaho lalo na in your case wala pa po kayo contract na napirmahan. Kaya lang dahil nasimulan na ang pagprocess nito may kaukulang charges or refund na dapat po ninyong bayaran. Sa sinabi mong ilang beses na po kayong pumunta sa opisina nila upang mag back out mas mabuting magpagawa nalang po kayo ng demand letter sa isang lawyer para makuha po ang passport ninyo pwede rin po kayong magpatulong sa PAO lawyer or iba pang organization ng mga lawyers like IBP para makalibre po sa paggawa ng demand letter. If after po ninyong napadalhan ayaw pa rin na ibigay that's the time na ireport na ninyo sa POEA . Mas mabuting personally mareceive po ng agency ang inyong demand letter. Keep your demand letter with receiving signature from agency dahil magiging evidence po ito laban sa kanila.
