What is the meaning of 2x upper limit value of lipase with normal lipase but still high triglycerides with value of 300 mg/dl and took medication of lipway 250 mg for almost 3 months with no significant decrease in that value?

Please clarify your statement regarding lipase. It's a bit confusing.

Regarding the cholesterol, it is possible that the medication yo are taking is not enough. Please consult with your doctor regarding possible increase in dosage.
